Set spending boundaries before completing billing, and give one person responsibility for checking them. A payment threshold is not a spending allowance: it determines when accumulated charges are collected. Your launch plan needs campaign controls, an approved test envelope and a clear decision about who can change either.

This is a billing-readiness guide, rather than a forecast of click prices. Build the commercial envelope first with our test-budget planning guide.
Separate payment, budget and account limits
Self-service card accounts need a billing profile and payment method. Advertising uses postpay billing; eligible sales-managed invoice accounts follow their invoice arrangements. Card thresholds trigger collection of unpaid spend, with remaining balances collected at month end. Thresholds are not account caps. Billing & Payment
A daily campaign budget is an average over seven days. Billed media spend can reach twice that amount on one day and seven times it over the applicable period. Budget edits affect those limits: the highest daily amount active that day determines its ceiling, and midweek changes prorate the period limit through the next Sunday at midnight. Use the limits shown in your account. Daily Budgets
Account-wide daily limits are available to eligible postpaid-invoice accounts, not self-service card accounts. They share an allowance across campaigns, reset at account-timezone midnight and start no earlier than the next day. Daily and date-range limits cannot overlap. Billing & Payment
That distinction changes the finance conversation. Ask whether the business is approving an average media pace, a campaign envelope, or an aggregate exposure ceiling. Do not let three different owners use the word “limit” for three different things.
Check whether setup already created a launchable campaign
Website-led signup can create ads that begin running after approval once other requirements permit. Country, currency and timezone cannot be changed after account creation. Check those settings and the status of anything created during onboarding. Ads Manager Account Setup
Our recommendation is to review all existing campaigns before the billing owner completes setup. Write down which ones are approved to run and which must remain paused. A screenshot of a campaign editor is weaker evidence than a saved-state check showing the intended account, campaign and schedule.
Use the campaign launch checklist to assign the wider review, while keeping the finance sign-off below separate.
Copy this owner-approved spend-control worksheet
This is GPTAd's suggested operating document, not an OpenAI form. Complete one account sheet and attach a line for each campaign.
- Account identity: business, advertiser account ID, currency and account timezone. Record who verified the account against the finance team's records.
- Approval envelope: maximum authorized media investment for the test; treatment of tax, creative and service costs; start date; review date; approver.
- Billing owner: named person, monitored invoice mailbox, backup contact and chosen payment arrangement. Record only a non-sensitive payment-method label, never full card details.
- Campaign register: campaign ID, daily or total budget, scheduled dates, responsible operator and business purpose. Include campaigns created by integrations or another agency.
- Daily-budget review: configured average, displayed maximum daily amount, applicable period limit, and evidence captured after the latest edit.
- Account safeguards: eligibility checked, actual available limit type, proposed amount and effective date. Write “not available” when the account does not offer the control.
- Launch state: campaign status verified, landing page approved, billing ready and owner approval recorded. Save the date and timezone of the final check.
- Change authority: who may raise budgets, add campaigns or extend dates; what requires another approval; where the change log lives.
- Review trigger: who investigates unexpected activity, how quickly they respond during staffed hours, and who has authority to pause.
A useful approval states the permitted changes, not just “budget approved.” For example, an owner might allow the operator to redistribute an already approved test envelope only after documenting the proposed campaign changes. That is an internal instruction; it is not an automatic platform safeguard.
Rehearse a budget change before making one
Consider a hypothetical retailer with two campaigns and a single finance approval. One operator increases the first campaign to accelerate learning while another launches the second. Each change may look reasonable alone. Together they can exceed the business's intended exposure even if each campaign stays within its own settings.
Before making either change, update the register, calculate the combined planned exposure, and ask whether the approval covers the new configuration. Keep experiment success criteria separate from permission to spend more. A promising early result is evidence to review, not a budget authorization.

Prepare evidence for an unexpected charge
Spend reporting may lag by seven to eight hours. Pausing can take time to propagate, with ads potentially appearing for up to 24 hours and incurred costs remaining billable. Later reporting can also reflect earlier activity. Billing & Payment
Create a compact reconciliation packet: account and campaign IDs, questioned amount, invoice or charge identifier, date range, timezone, saved budget history and relevant exports. Compare delivery dates with collection dates before concluding that equal charges represent the same activity. Send redacted evidence through official support channels and request an explanation of the specific discrepancy. Do not assume a refund entitlement or send payment credentials.
Close the launch review only when both people can answer the same question: what has the business authorized, and what settings currently implement that decision?
