Hire a ChatGPT Ads agency against an explicit operating agreement: who controls the account, who can authorize spending, what evidence you receive, and how another operator takes over. A polished proposal is less useful than a handoff you could successfully complete tomorrow.
Reviewed October 15, 2026. This is GPTAd's independent operational framework, not official contracting terms or legal advice. Specific agency capabilities, partner status and access must be verified rather than inferred from a brand name.
Start with the account you will keep
Ask the agency to identify the advertiser account, business administrator and billing owner before campaign construction. As a practical safeguard, retain business-controlled administrative access and avoid making one contractor's personal login your only route into the account.
OpenAI documents Admin, Member and Viewer roles: full access, campaign management and view-only access respectively. It also instructs multi-advertiser operators to use a separate account per advertiser. Country or region, currency and time zone cannot be changed after creation. Verify these details before onboarding in the account setup guide.
Agree the smallest role needed for each task. A reporting reviewer and a campaign operator have different responsibilities. Do not substitute a shared password for a proper invitation, and do not send credentials by email.
Ownership also extends beyond Ads Manager. List the domain, landing pages, creative source files, analytics property, tag configuration and server deployment. For each, distinguish ownership from permission to use it. A licensed stock image may not have the same transfer rights as an original design.
Complete a responsibility worksheet
For each workstream, fill in four names: person doing the work, person approving it, person maintaining it, and replacement if either is unavailable. Job titles alone are insufficient for a small team with overlapping responsibilities.
- Account administration: client administrator approves invitations and access changes; agency requests the specific access needed. Evidence is a current user list with responsibilities.
- Spending: business budget owner approves a written amount, currency, period and limits; operator implements the authorized settings. Evidence is the approved instruction and subsequent configuration check.
- Claims and creative: business owner supplies factual proof; agency prepares material; designated reviewer approves the final destination and creative together.
- Website measurement: engineer maintains the implementation; marketing defines the business event; privacy reviewer assesses the proposed collection. Evidence includes test results and a redacted event example.
- Reporting: analyst records definitions and reporting settings; sales owner supplies outcome classifications. Evidence is a reproducible report, not just a presentation image.
- Incidents: named operator can take an agreed emergency action; budget owner receives notice. Define what qualifies as an incident before it happens.
Use the campaign launch checklist to turn those assignments into a practical preflight. The worksheet should say who can approve a change, not simply that “the team” owns it.
Buy deliverables with acceptance tests
A useful proposal names artifacts you can inspect. “Measurement setup” should produce an event-definition document, system ownership map, privacy decisions, test evidence and known limitations. Our Pixel and Conversions API planning guide explains the implementation questions behind that package.
For API work, OpenAI's partner setup documentation requires the client account's Ads API key and server-side secret storage. This is documentation for a technical workflow, not evidence that every agency is an approved partner. Ask a provider claiming special access to substantiate the exact claim.
Apply an acceptance test to every deliverable: can a person who did not build it identify the intended account, reproduce the report, explain the event and locate the rollback procedure? If not, request the missing documentation before marking the work complete.
Keep media charges, service fees and optional production work separately identified. Clarify what happens to unfinished work if the engagement ends, who retains usable files and which contractual restrictions need professional review.
Rehearse the exit before it is urgent
Consider a hypothetical software business changing agencies midway through a test. The incoming team receives slide screenshots but no campaign identifiers, event definitions or reporting dates. It cannot distinguish a real performance change from a changed calculation.
A stronger exit pack would contain:
- Account and resource inventory, with client-controlled administrator access verified.
- Current campaign state and pending changes, including anything scheduled to activate.
- Approved budgets, creative versions, landing-page versions and unresolved reviews.
- Measurement configuration, internal event definitions, deployment owner and incident history.
- Reports with extraction dates, time zones, filters and conversion definitions.
- A credential inventory listing purpose and storage location, never the secret values.
- A signed-off list of retained, revoked and replacement access.
Sequence access removal with the technical owner. First identify dependencies; then provision authorized replacement access, verify continuity and retire obsolete access. Removing a user should not be assumed to disable every separate integration or credential.
Judge the working relationship by decision quality
Ask how the agency will report an inconclusive test, explain a failed assumption and recommend stopping. A provider should be able to separate observed outcomes from promised results.
Use the first-campaign decision framework to agree what evidence justifies another investment. The agency's strongest deliverable is a business that understands its advertising operation and can continue managing it safely when people change.
